Markey argued that the amendment exists for situations where a president is considered “unfit to lead,” and some Democratic members of Congress have echoed similar views. They are urging the vice president and Cabinet to consider action under Section 4 of the amendment.

The 25th Amendment provides a constitutional process allowing the vice president and a majority of Cabinet members to declare a president unable to carry out the duties of office. However, this provision has never been used in U.S. history, and experts say it would face major political and legal hurdles. They also note that political disagreements alone usually do not meet the standard, with impeachment being the more common route for addressing presidential misconduct.

So far, no formal steps have been taken, and Republican leaders have dismissed the proposal, emphasizing traditional political processes and a peaceful transfer of power.
